Owing to very serious situation Canton N. J.

Stabb has enquired if it would be possible to use

temporarily part of two million sterling Reorganization

Loan fund reserved for reorganization Salt Gabelle for

rehabilitation Canton note issue funds. E. G. Hillier

has replied that in view of protection which would be

afforded to Reorganization Loan security he considers

such application justifiable as Salt Revenue collection

Canton is at present losing dollars 450,000 monthly

owing to depreciation of notes.

His Britannic Majesty's Minister sees possible

objections international character proposed scheme and

while realising seriousness of situation withholds his

approval pending expression of opinion from Governor of

Hongkong.

Stabb now telegraphs that he will wire Sir H.

May's opinion in a few days and suggests telegraphing

to you outlines of proposals in case Foreign Office

consults you.
